Sweden in detail
What the national rules say, with the legal texts.
Sweden's Act (2025:570) requires owners or operators of data centres with an installed IT power demand of at least 500 kW to report energy performance data to the EU database every year. It has applied since 1 July 2025. Security-sensitive, defence and crisis-preparedness data centres are exempt, and orders may carry a conditional fine. On 20 August 2026 the Government referred a draft law to the Council on Legislation. It would require a cost-benefit analysis for new or substantially upgraded data centres above 1 MW, and waste heat use or recovery where feasible. Entry into force is proposed for 1 January 2027, and no proposition is listed yet. The electricity tax reduction for data halls ended on 1 July 2023.
